       Turkestan Higher Multidisciplinary Agrarian College has 1 student dormitory. Registration of students from other districts of the region at the place of temporary residence is carried out by the administration for the entire period of study.

       Students have rights and responsibilities as individuals. In order to create a positive academic and social environment in the dormitory, all residents should follow the principle of friendly neighborhood. Students must perform their duties based on respect for the rights and property of others. All the rules of the dormitory are designed to create a pleasant living environment and to make each person feel responsible for his or her guests’ actions. Dormitory residents are obliged to follow the rules of conduct while respecting the rights of others.
Since the primary purpose of students is education, they have the right to study in their classrooms. In addition, students have an inalienable right to health, recreation, friendship and the right to privacy. It should be noted that these rights are exercised only through compromise and common goals in accordance with the rules of life in society. It is the student’s personal responsibility to protect himself or herself from others who violate his or her rights. The following rules and regulations are designed to protect the rights of all students who are dormitory residents.

Fire safety rules

       Each resident of the dormitory must read the fire safety rules individually and follow them. Fire extinguishers, pipes, support stations, smoke / heat detectors, emergency lights, special alarms, alarms, bells and doors, etc. Cases of improper use of special firefighting equipment, fire, falsification of fire alarms or refusal to evacuate and / or obstruction of evacuation shall compel the disciplinary or law enforcement agencies to take action before filing a complaint. It is forbidden to use emergency exits in case of emergency.

Abandoned property

       If a dorm resident leaves the property in the dorm after use, the property is considered neglected. If the resident does not claim the property within thirty days, the college takes over the ownership of that property. If any personal belongings are left unattended in public places (TV rooms, study rooms, canteens, laundries), the hostel staff has the right to take them indoors without warning. The College is not responsible for lost, damaged or stolen items in public.

 

Furniture and accessories

       Since the hostel is in charge of common furniture, hostel residents are not allowed to move or change furniture, lamps, or bedding in the room or public areas without the prior consent of the staff. Due to lack of space, furniture in the room cannot be stored in other areas of the dorm. In addition, for the convenience of residents and guests, rooms for watching TV or study rooms, as well as other common areas, are equipped. Students are not allowed to replace furniture in toilets or other common areas, except for a limited period of time allowed by the dorm administration or dorm manager. Unauthorized removal of furniture and tools from public areas may result in disciplinary action. Unauthorized removal of college property from the dormitory is considered theft and is punishable by law. Damage to ordinary furniture will be charged to the responsible person and subject to disciplinary action. When leaving the hostel, the student must fill out a resignation letter from the administration and return the property of the hostel in accordance with the inventory.

 

Purity

       Roommates are responsible for the cleanliness of the room. By respecting the rights of a roommate, each party can arrange a place of residence according to their preferences. The rules of cleanliness on one side should not create a negative situation for the other person. Each student has a responsibility to maintain cleanliness in public areas. He is also responsible for the cleanliness of the space outside the student rooms. The responsible persons are required to have circumstances requiring vandalism or additional sanitary measures. Students who live in the hostel for a time determined by the hostel administration participate in the appropriate cleaning activities (voluntary cleaning weeks) inside and outside the hostel. These cleaning measures will be announced on the information board / stands of the hostel.

Compensation for damages

       In order to keep the cost of the dormitory as low as possible, costs associated with theft, loss or damage to college property are reimbursed from the resident’s deposit account, which is required in excess of the amount of the deposit and is the basis for disciplinary action. action. Responsible for furniture and accessories in student rooms and dorm property. Except in cases of normal wear and tear, damage to the furniture will be reimbursed by the tenant and subject to appropriate disciplinary action. Keys and locks

       At the entrance to the hostel, the resident is given a personal key to the room. The College provides maximum support in protecting the personal property of the population. Dorm residents should keep their doors locked even for a short time when they leave the room during sleep or at other times. If they pass their keys to another person, they are personally liable for the consequences. The University disclaims responsibility for the loss of personal belongings. If residents lose their keys, they must immediately notify the administration or the hostel assistant. If the student’s room key is damaged, the cost of the new key will be refunded and the damaged key will be returned. All expenses are debited from the student’s deposit account. Unauthorized unlocking of the door is prohibited and illegal. If students notice that the locks are broken, they should immediately contact the hostel staff. Unauthorized unlocking of a door is dangerous and the student will pay reimbursement and disciplinary action.

TV and reading rooms

       The television and reading rooms are intended for the use and entertainment of all residents and their guests. Use these areas with care and cleanliness. It is forbidden to use furniture in rest rooms for landing. Items left unattended in public places should be kept in a special place if left unattended for a long time.        The College is not responsible for loss or damage to personal belongings in dorms or dorms in public areas, canteens or storage areas. Therefore, students must ensure the safety of their personal belongings.

Surveillance cameras

       CCTV cameras are located on each floor of the hostel to ensure the safety of the student environment. If any violations are recorded in the cell, they will be subject to administrative action by the Student Disciplinary Committee and / or legal action by the police. Unlawful tampering with CCTV cameras can result in serious disciplinary action, including expulsion from a dormitory, temporary expulsion from college, or lawsuits by the police.

Violation of the rules of conduct

     Residents of the hostel must comply with the rules of conduct. Such persons are subject to disciplinary action if they commit or participate in violations in the hostel. Disorders include any activity that threatens, interferes with, or harms a positive community environment. Students are required to comply with any peacekeeping requests at all times.

Students must immediately cease inquiries related to their own actions or those of their guests that interfere with others. Due to the nature and noise level, the use of alarm clocks (drums) in the hostel is not allowed. In addition to relaxation, residents of the hostel can play other instruments in their rooms. If such actions cause protests from others, you should stop playing the instrument. You should always follow the rule of courtesy. Residents have the right to install stereos and other audio equipment in their rooms. However, make sure that you do not interfere with the use of this equipment during leisure or study. All outdoor sound equipment must not exceed the permissible noise level. When the door is closed, other passengers should not hear the noise level (including loud sounds). Stereo should not be turned on in an open window. Stereo equipment that generates excessive noise can be stored in a dedicated storage room for a period of time specified by the dorm director. Headphones are recommended for those who want to listen to music during a break. The use of subwoofers in the hostel is prohibited.

Time sleep

     Rest time from 22.00 to 07.00. During this time, there should be no interference. When the door is closed, no noise should be heard from the outside.

Smoking

     Dormitory building, student rooms, recreation areas, halls, dining room, laundry, etc. Smoking is prohibited in public places. A report on smokers who are summoned to the disciplinary committee is completed.

Alcoholic drinks

       Do not store or consume alcohol in the hostel. For students who violate this rule, a protocol is filled out and summoned to the disciplinary commission.

Respect for the rights of other citizens

       It is very important that people living in the same room work together. The residents of the hostel are obliged to create an environment in which the rights of each person are respected. Be careful in your actions. If a resident of the hostel violates the rights of others by his actions or behavior, he must behave politely and politely at the request of other students or staff. And if you do not correct your behavior, despite such requests, contact the hostel manager.

Rules for visitors

       Due to the high noise level and the possibility of fire in crowded places, it is not allowed to collect more than five guests in the room. Guests (non-residents) who do not live in the hostel have the right to visit, subject to the following rules:

  • To ensure the safety of students, guests can arrive from 11:00 to 22:00.
  • Guests must provide the security guard with ID and visitor information (name, phone number, room number). The security guard will return the presented IDs upon return from the guest / hostel.
  • Guests must leave the dormitory room no later than 22.00.
  • The student will be warned if the guest rules are violated. In case of repeated violations, he is not allowed to enter the hostel.
  • Persons other than college students are not allowed to enter the hostel after 22:00.
  • The hostel administration is not responsible for the safety of the student’s personal belongings and other property in the room.

Enter the room

       Students may not prohibit or obstruct (physically or visually obstruct) dorm staff or other college official from accessing their rooms. The procedure for entering a dorm room:

If the resident refuses to let the employee in and the employee knows for sure that the resident or his property is in danger, or if the resident is convinced that he is violating the rules of the hostel, the employee has the right to enter the room using his key.

Permission to enter the room:
